The three forces keep their data local; the mesh establishes whether an overlap exists without centralising anything; and a human authorises any disclosure, which returns through the forces' existing lawful sharing channels.

Each force keeps its source data

Holdings stay within each force's own sovereign environment. Mesh does not copy, centralise or ingest the underlying case.

The network answers overlap, not content

A query establishes whether two forces hold something in common, without exposing the case that sits behind it.

A human approves any escalation

An indicated match is a prompt for a person to consider, not an automatic exchange. Nothing passes to a partner unless a reviewer approves it.

Escalation follows existing routes

Where a disclosure is approved, it proceeds through the forces' established lawful sharing channels, not around them.

Matching uses privacy-preserving techniques so that agencies can test for overlap without revealing their holdings to one another or to the vendor. Disclosure is graduated: an indicated match reveals only that a comparison warrants human attention, and each further step is separately, deliberately authorised.
